Un agent du gouvernement est à la recherche d'un scientifique disparu car il pense qu'un leader révolutionnaire connu sous le nom de Miguel l'a fait prisonnier et qu'il l'utilise pour obtenir sa formule qui peut accélérer le processus du vieillissement.

Il envoie Steve Rogers alias Captain America retrouver et sauver ce scientifique. Alors que ce dernier se rapproche de la vérité, Miguel menace de pulvériser le produit chimique sur une grande ville à moins que ses exigences ne soient satisfaites. Mais le Président ne négocie pas avec les terroristes.
